NEW YORK STATE FAIR -- A man was arrested at the New York State Fair for paying vendors with more than $300 worth of counterfeit $20 bills.
State police arrested 34-year-old James Hines II of Troy.
Hines is charged with possession of a forged instrument and criminal possession of a controlled substance. Police said Hines was all in possession of synthetic marijuana.
Hines was arraigned in Geddes Town Court and sent to the Onondaga County Justice Center.
