The crackdown on negligent property owners in Elmira continues. The city convicted its first property owner in 15 years for failure to maintain two homes. Now, one of those homes is in the hands of a new owner. He spoke only to YNN's Crystal Cranmore about what it will take to bring the 123-year-old home back to life.

ELMIRA, N.Y. -- The old home at 262 Caldwell Avenue has been a neighborhood eyesore. Caution tape still lines the property that has significant structural damage.

“You have to maintain them, you can’t have them looking like that, that’s for sure,” said Henry Price, who bought the property last month at the Chemung County Tax Foreclosure Auction.

Many of the homes up for grabs looked like the Caldwell Avenue property - falling apart, with little life left in them. But Henry hopes to change that, starting on the outside.

“Takes a lot of money, a lot of work. We’re going to start with the roof, so it gets a good roof on it, and then get the windows so its sealed up,” said Price.

Then he'll take on the inside.

“First thing is to get the furnaces so we have heat. and get the electrical straightened out,” he said.

The city says they are pleased with the work Henry intends to put into the property.

The home was owned by Elizabeth Holloway who was sentenced to 60 days in jail on Friday for criminal code violations on the Caldwell Avenue property, and a home on West Water Street.

“The case is one of the worst I've seen,” said Otto Campanella, Assistant Corporation Counsel.

Campanella says they intend to crackdown on negligent property owners.

“It's that small percentage that we're focusing on that are irresponsible and perhaps got in over their heads, and maybe trying to walk away from it, and fleece the community and the tenants,” he said.

Meanwhile, Henry says he'll probably spend somewhere between 25 and $30,000 to fix up the old property by the end of the year.

“I always want to take up something,” said Price.

A project the city is grateful for.

We tried reaching out to Elizabeth Holloway's attorney, but he didn't answer. The city says the owner of 757 Linden Place in Elmira is also set to go to trial for code violations in August.
