ONONDAGA COUNTY, N.Y. -- Senator Kirsten Gillibrand is proposing a bill that would set aside $200 million to aid high tech companies in developing a needed work force. She says the money would be awarded to regions who come up with the best plan for working with local colleges to design training programs.

It's being called the "Made in America Manufacturing Act." Gillibrand says she already has some support for the plan in the Senate, although she is still working to warm republicans up to the concept.

“This kind of bill should really be non-partisan, because it's neither democratic or republican in terms of approach. And it's one that really focuses on what our manufacturers have told us they desperately need,” Gillibrand said.

The bill would also set up a revolving loan fund to aid manufacturers in need of capital to expand operations. She's hoping to see action on the proposal in Congress later this year.
