ALBANY, N.Y. -- Former President Bill Clinton delivers a speech during Governor Cuomo's economic development conference at the Empire State Plaza in Albany.

Ten economic development councils from across the state are competing for $200 million in funding and tax incentives.

Clinton said a strong economy requires an effective government and one that will ask the right questions. He credited Cuomo for doing just that in New York.

Clinton said, "These regional economic groups you set up, the discipline, the thinking you had to undergo to ask ourselves, what are our problems and what are our assets? How can we development the economy? How can we maximize our partnership with government? How much government do we need and what is the best way to pay for it? That is the kind of thing the governor and the Legislature did in getting ride of your debt."

Clinton also touted the value of investing in green jobs to bolster the economy.

The last time the former president was in the Capital Region was in March.
